Vincent Bernard is Editor in Chief of the International Review of the Red Cross and Head of the ICRC Law and Policy Forum.
As a leading expert in international humanitarian law (IHL) and humanitarian action, he leads ICRC’s legal outreach unit and publishes widely on international law in armed conflict, humanitarian action and the role of the ICRC.
Vincent Bernard joined the ICRC in 1998, working both in the field – the Regional Delegations for West Africa in Dakar, East Africa in Nairobi, and Israel and the Occupied Territories – and at headquarters – on the integration and promotion of IHL, and as Communication Coordinator, Head of Sector for Africa and Head of Operational Communication.
Prior to working for the ICRC, he was Lecturer in Law and Political Science at the University of Marmara (Istanbul).
Vincent Bernard holds a master’s degree in Political Sciences, an LLM in International Law (Law Faculty, Strasburg, and King's College London) and a DES in International Relations from the Graduate Institute of International and Development Studies.
